The Mayoral Office: political corruption in Russia’s last really competitively elected office. 

Political corruption in Russia is “directly related to political competition” (Levin, Satarov 2013:298) I will examine the “last really competitively elected office in Russia” (Moses:2010:1434), the mayors office. I will provide an introduction to how directly elected mayors in Russia effect the informal power networks in cities and review how systema works to cement its influence in regions by capturing control over the position of city mayor.

Between development and culture, prospects and resistance to anti-corruption and modernisation in Russia

Russian governance is often considered to need ‘modernisation’, however with the country’s development being far from pre-modern, what exactly is meant by ‘reform’ and ‘modernisation’? This post aims to explain why piecemeal or token reform efforts will be insufficient, instead a fundamental restructuring of the regime and the way it governs the country is needed. While there is grassroots support and demand for such efforts, they will fail to yield lasting results until it is mirrored by elites.

This project looks at the dilemma of tackling corruption and obstacles that prevent reform. Since the collapse of the Soviet Union the system of informal networks and governance in Russia has been self-reinforcing and any attempts at reform or modernization are continuously thwarted by the system itself in all levels of governance. In this project we will examine those developments.

We present three projects that are united by issue of corruption in Russia. Further we provide links to Global Encyclopaedia of Informality and to a number of projects by Alexi Navalny (for who we have an introductory page).
